In our ongoing exploration of deep spiritual truths, we continue our discussion about a fascinating concept: Universal Agents. Many of you who read these teachings are already on a profound spiritual journey. Perhaps you are dedicated to a meditation practice, whether it’s for calm, known as Samatha, or for insight, called Vipassanā.

Some of you may already possess developed spiritual abilities or have experienced deep meditative states, known as Jhāna. You may be diligently cultivating your virtue (Sīla) and concentration (Samādhi). We are truly gladdened by your practical dedication to this path.

At the same time, these teachings reach those who are not yet on this path. As you journey forward, you may encounter individuals who express contrary or negative views. It is best not to dwell on their opinions. These voices often act as agents of Māra, the symbolic representation of temptation and the forces that hinder spiritual progress.

We will explore this topic in a separate article, but for now, the key is to remain focused. Today, our purpose is to understand the profound process by which a council of divine beings sends Universal Agents to the human world for a great spiritual mission.

Who Are the Universal Agents?

By now, you likely have some understanding of what we mean by Universal Agents. These are beings who are fulfilling their perfections, or pāramitā, the noble qualities cultivated over countless lifetimes, such as generosity, virtue, and wisdom. They are born into the human world to serve society, their nation, and the spiritual tradition that upholds truth.

But how does this journey begin? How are these beings chosen for their spiritual mission when they reside in heavenly realms, known as Deva Loka, or even higher Brahma realms? How do they accept this duty and make their way to the human world? Today, we will illuminate this process, drawing upon spiritual insights and historical accounts. We will reference several important texts that can help you connect these ideas and deepen your understanding of your own potential spiritual mission.

Historical Precedents for Divine Intervention

To ground this concept, let us look at a few powerful examples from Buddhist history.

The Story of Nāgasena and King Milinda


One of the most well-known instances is found in a text called the Milinda Pañha, or ‘The Questions of King Milinda’. About five hundred years after the Buddha’s final passing away (Parinirvāṇa), a Greek king named Milinda posed profound questions about the teachings that no one, not even the most enlightened monks (Arahants), could answer. This created a crisis for the Buddha’s dispensation, or Sāsana.

The great Arahants of the time, realizing this was a matter of a past karmic connection, used their psychic powers (iddhi) to travel to a celestial realm. There, they found the one divine being capable of answering the king’s questions. They pleaded with Śakra, the king of the gods, explaining that the Sāsana was at risk.

They requested that this divine being be sent to the human world to resolve the crisis. Consequently, that celestial being was born into a Brahmin family and grew up to become the great sage Nāgasena, who brilliantly answered all of King Milinda’s questions and safeguarded the teachings. This entire event is a clear example of a spiritual mission initiated from the divine realms.

King Dutugemunu’s Aspiration


Another source is the story of the great Sri Lankan king, Dutugemunu. Texts like the Saddharma Alankāraya reveal that he was not just a king, but a Bodhisatta, a being aspiring to become a Buddha. Specifically, he was cultivating the perfections to become one of the two chief disciples of the future Buddha, Metteyya. His brother, Prince Saddhātissa, was aspiring to be the other chief disciple. Their lives were a dedicated spiritual mission.

The Path of All Buddhas


Ultimately, the greatest example is the life of every Buddha, including our own Gautama Buddha. Before their final birth, all great Bodhisattas reside in the Tusita heaven. From there, they make the ‘five great lookings’ (pañca-mahā-vilokana) to determine the perfect conditions for their birth: the right time, the right continent, the right social standing, the right country, and the right mother. This shows that their arrival in the human world is a precisely planned, divinely guided spiritual mission.

Those who comment with negativity and doubt have not studied these sources. They act out of a kind of spiritual ignorance, like a mental illness, and their words can be seen in the comments sections of many teachings. It is best to view them with compassion but without giving their views weight.

The Cosmic Governing Council: Architects of the Spiritual Mission

Now, let us delve into the core of this process. In the celestial realms, there exists a specific assembly, which we can call the Cosmic Governing Council (Vishwa Pālaka Mandalaya). This is not a group of ordinary deities. It is composed of highly powerful, wise, and influential beings known as Mahēśākya devas, about forty of them, who possess immense capabilities. They preside not only over the six heavenly realms but over all thirty-one planes of existence, including our human world.

This council is not only composed of gods. It also includes Brahmas, beings from even higher, purer realms of existence (the Rūpāvacara Brahma lokas) who have mastered deep meditative states (jhānas). These Brahmas are so spiritually advanced that even the gods revere them. Together, these wise and powerful beings form the Cosmic Council.

This council operates with profound foresight. They observe the flow of time and see potential future calamities that could harm humanity or, most importantly, the Buddha’s teachings. When they foresee a threat, be it to a nation like Sri Lanka where the Sāsana is preserved, or to the core principles of the Dhamma, they convene and create a meticulous, strategic plan. They decide what must be done and who is best suited for the spiritual mission required to avert the disaster.

The Assignment: Receiving Your Task

How does the council select and dispatch these agents? They assess the accumulated perfections (pāramitā) of various divine beings to see who is ready and capable. Imagine this scenario: The council approaches a being, perhaps a Bodhisatta aspiring for Buddhahood, and says:

‘Your perfections are great, but not yet complete. To continue your development and to serve the world, we have assigned you a spiritual mission. You will be born in the human realm, in a particular region, to a specific mother and family. At the appointed time, you will enter monastic life and perform a vital service to protect and propagate the Buddha’s teachings.’

This is not a hypothetical scenario. We have seen such agents in our own lifetime. The most eminent example is the late Venerable Balangoda Ananda Maitreya Mahā Nāyaka Thero, a great scholar and meditation master whose own writings allude to such a life purpose. Others who came on a similar spiritual mission include Venerable Gangodawila Soma Thero and Venerable Rerukane Chandawimala Thero.

This spiritual mission is not limited to monastics. Great lay figures like Anagarika Dharmapala, who revived Buddhism in India and Sri Lanka, also came with such a purpose. Some agents are sent to work with the mind and subtle energies, developing powers through practices like Kundalinī awakening and jhāna to protect their nation and faith. There are many famous and unknown figures fulfilling their roles right now.

Remembering Your Purpose After Birth

A crucial aspect of this process is that upon being born into the human world, the agent forgets their divine origins and the details of their spiritual mission. The memories are suppressed by the very nature of human birth. This is why some young children, up to the age of five or even ten, sometimes speak of past lives. They might recall where they came from. However, as they grow and become entangled in worldly desires and the mental defilements (kilesa) of society, these memories fade.

These forgotten missions can be reawakened, often with the help of a skilled spiritual teacher. This is why the divine beings, including the Cosmic Council, continuously encourage humans to engage in spiritual practice. The guidance is clear: cultivate virtue (Sīla), then develop concentration (Samādhi), then attain meditative states (Jhāna), and develop your spiritual abilities. But don’t stop there.

Use your life to serve others, your country, and the Dhamma. For those whose spiritual mission is to attain liberation, strive for enlightenment (becoming an Arahant) or its preceding stages (magga-phala) in this very life.

As you practice, your dormant perfections (pāramitā) begin to surface. This makes it possible for the divine beings to help you and for you to gradually recall your true purpose.

The Vast Network of Agents and Their Roles

This is a vast operation. There are thousands of these Universal Agents on Earth, each assigned a specific role as part of a grander plan. They are placed in every conceivable field:

  • Governance: As ministers, leaders, or advisors.
  • Economy: To guide resources with wisdom.
  • Spirituality: As monks and teachers upholding the Sāsana.
  • Health: Working in modern medicine or preserving traditional systems like Hela Vedakama.
  • Education, Science, and Arts: To inspire and elevate society.


Every one of these roles, when undertaken with the right intention, becomes a means of perfecting one’s pāramitā. The Cosmic Council ensures that each agent receives the necessary education and resources for their task. The unifying characteristic of all these agents is their spiritual inclination. They have innate faith in the Triple Gem (Buddha, Dhamma, Sangha), they are drawn to meditation, and they naturally uphold virtue.

When the time is right, the Cosmic Council activates its plan, and these agents, often without conscious knowledge of the grand design, begin to fulfill their roles. This is not a trial run; these beings have been managing cosmic cycles for eons (kalpas).

The Sacred Trust: Protecting the Buddha’s Teachings

This entire system has a supreme purpose: to protect the Buddha’s teachings. It is said that before his Parinirvāṇa, the Buddha entrusted the future of his Sāsana to Śakra and the celestial beings, noting that it would be preserved in Sri Lanka by the Sinhala people. While popular belief may attribute this guardianship to a single deity like Vishnu, the deeper spiritual truth is that the Buddha entrusted it to the entire Cosmic Governing Council. This is the standard practice for all Buddhas.

The council’s work is a direct countermeasure to the efforts of Māra to undermine the Dhamma. When you observe the current decline in social morality, political integrity, and economic stability, you are witnessing this cosmic struggle. By understanding the law of cause and effect (hetu-phala), you can see these forces at play.

Therefore, understand that if you are on this path, you are part of a vast, protected network. Your birth, your parents, your financial situation, and your education were not random. They were all arranged by the Cosmic Council to facilitate your spiritual mission. Just study the lives of the great masters we mentioned; their paths were perfectly paved for their tasks. But study is not enough; you must also cultivate your own spiritual life.

Your Path Forward, Remembered or Not

Bringing all these points together, you can now elevate your own mindset and approach your life with renewed energy and determination. Even if you do not remember your specific duty, it does not matter. Continue to cultivate virtue, practice meditation, and live a life of service. The Cosmic Council gave you a task, and even if it is forgotten, by following this path, you will naturally align with it.

For some, the memory of their spiritual mission may return. For others, it will unfold naturally as they are guided into the right circumstances and roles across the many fields we have discussed. There is no limit of age, race, or background. A person’s inner merit (puñña) will naturally draw them toward this path, and the divine guides associated with them will ensure they find their way to the Buddha’s teachings.

Do not be troubled by these details. Simply focus on your task at hand. When the proper time arrives, the network will activate, and events will unfold as they must. Understand that your very presence here may be the result of this profound, cosmic plan. This realization should give you the strength and courage to walk your path with unwavering commitment.
